Living Council Leadership Team
Beth Meyer has joined FILC as the Executive Director from the Independent Living Resource Center in Jacksonville, where she served as the Development Director and Certified ADA Coordinator. She brings to FILC over 20 years of experience in working with people with disabilities.
Beth attended UNF as a Special Education Major, completed ADA Certification from University of Missouri (2012), and received Professional Associate designation from the United States Access Board National Associates of ADA Coordinators (2014). Beth was recognized with several leadership awards including the DOE Division of Blind Services Employer of the Year (2015), Women, Words, and Wisdom Unsung Heroes Award (2015), and the Jacksonville Council of the Blind Recognition of Service and Leadership (2012).
Beth was appointed by Governor Scott to the Florida Building Commission and participated in the approval of the 2014 ADA Florida Accessibility Building Codes. She has experience in project and contractual management through her role as ADA Coordinator, and was responsible for oversight and deliverables of a Project Civic Access Agreement.
She has served on several community boards including Transportation Disadvantage, Special Olympics Management Team, Emergency Preparedness Conference for People with Disabilities, and the Accessible Housing Task Force. Beth founded the North Florida ADA Conference to ensure buildings were being designed and constructed to current accessibility standards.

Sarah received her Bachelor of Social Work degree from the University of Central Florida and furthered her education by earning a Master’s in Social Work from Florida State University. Sarah has used her education and experiences as an individual with a disability to advocate for others. Before joining FILC in 2020, Sarah worked as a legislative aide for four years in the Florida Legislature. She has been recognized for her achievements as an advocate for community integration, inclusion, and employment initiatives for those with disabilities.

Horace Brown has served as Special Grants Director, Program Administrator, and VR Counselor with the Florida Department of Vocational Rehabilitation and continues to serve in numerous roles to support and advocate for persons with disabilities.
Horace was born in Selma, Alabama and has worked in disability rights for over 10 years. He currently serves as the Director of Operations and Analytics for the Florida Independent Living Council. Horace has two children and has been married for 10 years.
